The Budget Controller – Assistant Manager is responsible for leading and supervising the budgeting and forecasting processes, ensuring strong financial governance, and supporting management with high-quality financial insights for strategic decision-making.
The role ensures alignment between financial planning and operational performance while maintaining strict financial control and discipline across the organization.
Accountabilities:
1) Know-How Section
Lead and supervise the annual budgeting and periodic forecasting processes across all departments.
Consolidate, review, and challenge budget submissions to ensure alignment with strategic objectives and Annual Operating Plan (AOP) targets.
Support departments in budget preparation by providing guidelines, templates, and technical assistance.
Monitor actual performance against budget and generate detailed variance analysis reports.
Review and analyze financial data to detect trends and provide actionable recommendations.
Lead the preparation of financial plans, forecasts, and long-term strategic financial models.
Ensure compliance with internal controls and financial governance standards.
Prepare monthly budget utilization reports and highlight areas of risk or overspending.
Maintain accurate records of all budget submissions, approvals, and changes.
2) Problem-Solving Section
Identify and lead the analysis of budget variances, initiating corrective actions with department heads
Address budget-related issues across functions and support realignment with financial goals.
Reconcile discrepancies between operational activities and financial projections.
Recommend financial strategies and cost-saving initiatives to improve profitability.
Troubleshoot system or process bottlenecks affecting data accuracy or timeliness.
3) Accountability Section
Ensure budgets and forecasts are prepared, reviewed, and submitted within defined timelines.
Guarantee data integrity across all planning and reporting systems.
Monitor spending and ensure adherence to approved budgets.
Support audit and compliance functions with complete, accurate, and well-documented records.
