The MEP FM Manager is responsible for managing the operation, maintenance, and performance of all mechanical and electrical systems across DEGLA CFM projects (residential, commercial, and mixed-use developments).
The role ensures high asset reliability, efficient service delivery, and compliance with safety standards, while optimizing operational costs and supporting the overall facility management strategy.
Key Responsibilities
1. MEP Systems Operation & Maintenance
Oversee operation and maintenance of all major MEP systems, including:
Mechanical:
HVAC systems (chillers, AHUs, FCUs, cooling towers)
Plumbing & drainage systems
Firefighting systems (pumps, sprinkler networks)
Water supply, irrigation, and LPG systems
Electrical:
MV/LV distribution systems
Transformers, switchgear, and MDBs
Generators and backup power systems
Lighting systems (internal & external)
UPS systems and emergency power
Ensure implementation of preventive, corrective, and predictive maintenance plans
Monitor system performance and ensure minimum downtime
2. Asset Management & Reliability
Develop asset lifecycle strategies for MEP equipment
Maintain asset registers and track performance KPIs
Apply condition-based maintenance techniques
Ensure availability of critical spare parts
3. Projects, Handover & Commissioning
Review MEP designs, shop drawings, and technical submittals
Participate in testing & commissioning (T&C) processes
Manage project handover from construction to FM
Ensure all systems are delivered as per specifications and standards
4. Budgeting & Cost Control
Prepare and control annual MEP maintenance budgets
Monitor costs related to manpower, materials, utilities, and subcontractors
Optimize energy consumption and efficiency across all facilities
Support procurement in evaluating technical and commercial proposals
5. Contractor & Vendor Management
Manage MEP subcontractors and specialized service providers
Monitor performance against SLAs & KPIs
Ensure compliance with contract terms, quality standards, and timelines
6. Health, Safety & Compliance
Ensure full compliance with HSE policies, Egyptian codes, and civil defense requirements
Conduct risk assessments and enforce safe working practices
Ensure all MEP systems meet regulatory and safety standards
Support audits and inspections
7. Team Leadership
Lead MEP engineers, supervisors, and technicians across multiple sites
Ensure proper manpower planning and allocation
Provide technical guidance and training programs
Conduct performance evaluations
8. Reporting & Stakeholder Coordination
Prepare performance and technical reports for senior management
Coordinate with Operations, Projects, and Commercial teams
Liaise with clients, consultants, and authorities when required
